On November 14th in the framework of the Antitrust BRICS Conference in South Africa, the Institute for Law and Development, in collaboration with UCL and with the University of Cape Town, held a workshop on the implementation of competitive practices in the food sector, and discussed the prospects for the development of competition policy of the BRICS countries in other economic areas. The seminar was attended by representatives of the competition authorities of BRICS, professors and researchers from leading international universities. The main speakers, in addition to the leaders of the Institute Alexey Ivanov and Ioannis Lianos, were the following experts: Dennis Davis, judge of the Supreme court of South Africa, and professor at the University of Cape Town, a permanent partner of the Institute, who hosted the seminar; Andrey Shastitko, head of the Department of Competition and Industrial Policy of the Lomonosov Moscow State University Economic Faculty; Eleanor Fox, Professor at New York University Law School; Xianlin Wang, Professor of Shanghai's Jiao Tong University; Paulo Burnier Da Silveira, Commissioner of the Administrative Council for the Economic Defence of Brazil (CADE), and others. More information

The HSE-Skolkovo Institute for Law and Development organized the BRICS Competition Law and Policy Workshop. This key event for the international legal community specializing in the field of competition law was held in St. Petersburg, June 22-23. The June 22 Round Table at the Yeltsin Presidential Library brought together representatives of competition authorities of the BRICS countries led by the head of the Federal Antimonopoly service of Russia, Igor Artemyev, key international experts in the antitrust sphere, the curators of the specialized areas at the Organization for economic cooperation and development (OECD) and the Eurasian Economic Commission. In anticipation of the November 4th BRICS Conference for competition, officials and scholars discussed the draft joint convention on combating international cartels and general approaches to competition policy in the pharmaceutical and food markets. On this basis, the HSE-Skolkovo Institute of Law and Development is planning to launch for BRICS countries a platform for the exchange of information and expert support for the coordination of approaches in antitrust regulation. On the second day of the conference, we hosted a research seminar on the global spread (diffusion) of competition law and delivered the report from one of the Institute's most comprehensive research projects: the food markets in the BRICS countries. Description

Laboratory for Law and Development held an international review seminar as part of the ongoing research project on the institutional and regulatory framework of money and finance, and their impact on monetary sovereignty. The research seminar's aim was to critically analyze the modern monetary and financial systems in terms of monetary sovereignty and to assess the viability of proposals for their reform. The discussion touched on a wide range of topics, including the structure of the national monetary, banking and financial systems, as well as the structure of the current international financial system. In particular, in the context of national regulation, the legal basis for the creation and circulation of national currencies was discussed, and the functioning of payment systems, and financing for public and private operational and capital expenditures. Speaking on international aspects, the experts discussed the role of foreign currency in the monetization of the national economies, as well as the issue of foreign debt denominated in foreign currency.

Description

On April 10th, in the framework of the XVI April International Academic Conference of the HSE, the Laboratory held a roundtable titled: Economic Analysis for the Development of Antitrust Regulation in the Innovation Sphere. The discussion aimed mainly at the identification of best practices for the application of economic insight in judicial and administrative proceedings in cases calling for the protection of competition in the innovative realm of the economy. Such cases are complicated by a number of factors: the non-linearity of the development of innovative markets, the complex subject matter of scientific and technological advancements, contradictions within economic theory about what constitutes favorable market conditions, and also the state's role in fostering innovation.

On January 30, an open lecture was held by Ioannis Lianos, a leading researcher at the Laboratory, and Professor at University College London. To a diverse audience consisting of lawyers specializing in antitrust law, employees of the Federal Antimonopoly Service of the Russian Federation, instructors, and students of the HSE, Ioannis presented the findings of his latest work "Brands, Product Differentiation and EU Competition Law". The research was devoted to the problem of the impact of brands on the competitive process and to relations between consumers and trademark rights' owners. Practice for the protection of competition often intersects with the fields of branding and product differentiation. However, as long as lawyers do not have for tools the methods of advanced differentiation for understanding the nature of brand interplay which would be bound to brand management theory or business practices grounding, Professor Lianos proposes the use of an interdisciplinary approach for analyzing the competitive process.

On October 3rd, the Laboratory for Law and Development hosted the seminar "Antitrust in the New Economy: Competition Law and Intellectual Property" with the leading research fellow of the Lab, UCL professor Ioannis Lianos, one of the world’s leading experts in antitrust regulation. Inside the Pokrovsky Boulevard halls, Ioannis' seminar addressed the relationship between the protection of competition and the regulation of intellectual property, as well as approaches to antitrust regulation for new industries (Internet, biotech, pharmaceuticals, etc.). The event, held with a question and answer format, was with key lawyers and economists specializing in antitrust regulation, and members of the nonprofit partnership "The Promotion of Competition".

International conference 'Intellectual Property and Innovation in the Globalized World. How to Level the Playing Field?

Description

The conference was organized by the Foundation's Department of Legal Policy and Social Development, in conjunction with the recently created International Lab for Law and Development. The guest speakers included leading international experts in the field of intellectual property, world renowned professors, politicians and public figures. Some of them represented the BRICS countries, nations in the developing world which have already achieved a certain level of technological development and are now coming up against a 'ceiling' of outdated and ineffective intellectual property regimes, which are in place at both the global and local levels. The conference was opened by the Foundation's President, Viktor Vekselberg. Igor Artemiev, the Head of the Federal Antimonopoly Service, was also among honorable guests.
