Elena Voinikanis

 

Leading Research Fellow

Elena obtained her philosophical and legal degrees at Moscow State University. In 1996 she defended her Ph.D. thesis in philosophy and in 1999 completed her Master in Civil Law.

As a Lecturer at Faculty of Philosophy of Moscow State University for more than ten years she delivered lectures in history of modern philosophy, twentieth-century legal theory and philosophy, problems of law in the digital age. Elena is a member of the UNESCO Chair on Copyright and other intellectual property rights, Scientific Advisory Board of the Court of Intellectual property rights, Advisory Council of the Competent Authority for Protecting the Rights of Personal Data Subjects (Roskomnadzor), Expert Council on Telecommunications of the Russian Federal Antimonopoly Service.

Along with the research and teaching activities Elena is actively engaged in lawmaking. She is one of the authors of the Federal Law "On Information, Information Technologies and Information Protection". As an active participant of the Ministerial Working Group on adaptation of international free licenses to the national legislation she contributed to the drafting of relevant amendments to the Civil Code of the Russian Federation.

She is the author of four books and over fifty scientific articles on legal subjects and her main areas of professional interests include information law, intellectual property law, telecommunications law and antitrust regulation.
