Fresh Antitrust Policy Approaches in Global Agri-Food Markets

Alexey Ivanov took part in this roundtable at the Russian Academy of Sciences & Technology on April 20.

The Centre for Competition Research and Economic Regulation held a roundtable on new approaches to antitrust policy in global agri-food markets. The focus of the discussion was the merger deal between Bayer AG and the Monsanto Company - the major global herbicide and genetically-modified seed producers. The Bayer-Monsanto deal has international resonance, affecting the markets of many countries. In this regard, the evaluation of the merger in terms of permissibility in the eyes of antitrust legislation across several jurisdictions including Russia, has begun.
In the process of considering this transaction, the Federal Antimonopoly Service of Russia (FAS) is applying innovative methods of analysis and regulation. New approaches to the analysis take into account the network effects of commodity markets, the role of the Centre for Technology Transfer in the enforcement of antitrust law, a new format of international cooperation between antitrust bodies - these are just a sprinkling of the issues for engagement in the context of the Bayer-Monsanto deal.
Presentations at the event were made by: A.G. Tsyganov (Deputy Head of the FAS, leading researcher of the Centre for Competition and Economic Regulation Research IPEA RANHiGS, Ph.D.) speaking on the new methods implemented in the analysis of the Bayer-Monsanto merger, and the modern challenges for antitrust in global agri-food context; A.Y. Ivanov (Director of the HSE-Skolkovo Institute for Law & Development), on how regulatory bodies can interact with the scientific community in terms of theory and practice in this case.

Vershinin (Deputy Head of the Department for Control of the Chemicals Industry and the Agri-Industrial Complex of the FAS Russia). The moderator of the event was A.E.
