Elena Voynikanis on RBC

On November 30, the Fifth Antimonopoly package was discussed on the "Business Day" show on RBC TV.

 
The studio invited Andrey Tsarikovsky, State Secretary, Deputy Head of the Federal Antimonopoly Service, and Elena Voynikanis, representative of the HSE-Skolkovo Institute for Law and Development. The host of the program minced no words and listed a number of problems that cause questions of concern for business, but, first of all, he asked about the essence of the Fifth Antimonopoly package.

Andrey Tsarikovsky spoke about how the economy is transforming in the digital age and why it is necessary to change antitrust regulation, and fleshed out the issues of dominant position and market analysis. Elena Voynikanis emphasised the role of public discussion of the bill at the first stage, and the active participation of the legal community, the non-profit Association of Corporate Lawyers, and the Association of Antitrust lawyers. It was noted that many of the problems that worry businesses have already been solved in the process of joint revision of the draft law of the FAS Russia and business representatives.  The participants briefly touched on the problematic issues related to the legal 'trustee' designations and the expediency of waiving immunities for the application of antitrust regulation to the field of intellectual property.
