Alexey Ivanov on the Fifth Antimonopoly Package: "The Document Does Not Expand the Powers of the FAS, as It Is Now Customary to Say, but Gives It the Authority to Work More Effectively with Innovative Markets."

Alexey Ivanov believes the introduction of quantitative indicators is a negative development, since it "contradicts the logic of the development of digital platforms." “The business insisted, as did the Ministry of Economy, though it is not in the interest of Russian digital companies,” he said. According to Ivanov, the document does not expand the powers of the FAS, as it is now customary to say, but gives it the authority to work more effectively with innovative markets. When implementing the fifth package, the regulator will pay closer attention to consolidation of big user data collected by companies from different areas, says Ivanov, pointing to the creation of the joint venture of Mail.ru Group, Alibaba Group, MegaFon and RDIF as an example ".
