Vladimir Sivitsky

Vladimir Sivitsky obtained a specialist degree in law at the Moscow State University in 1996, and in 1999 defended his PhD thesis.

From August 1995 to September 2002 he was part of the staff of the Constitutional Court of the Russian Federation first as a consultant, then as a senior consultant and as an advisor. After that he was involved in the work of the Central Office of the Federation Council.

From September 2002 to September 2005 Prof. Sivitsky held a post of the Chief of Staff of the Federation Council Committee on Internal Self-Government Affairs. He is a member of different working groups elaborating draft federal laws, programs and various other documents.

He is also a member of the editorial board of scientific reviews. In 2007 he was included in the editorial board of the journal 'Voprosy gosudarstvennogo i munitsipalnogo upravleniya (Public Administration Issues)'. In 2008 he became a member of the editorial board of the journal 'Pravo: Zhurnal Vysshey Shkoly Ekonomiki (Law: Journal of the Higher School of Economics)'. In 2010 he became a member of the editorial board of 'Journal Konstitutionnogo Pravosudiya” (Journal of Constitutional Justice)'.

In 2011 Prof. Sivitsky was awarded the Medal of the Order of Merit for the Motherland, 2nd degree.

Areas of expertise for Prof. Sivitsky are constitutional justice and internal self-government.
