Roundtable: Economic Analysis for the Development of Antitrust Regulation in the Innovation Sphere

On April 10th, in the framework of the XVI April International Academic Conference, the Higher School of Economics Laboratory held a roundtable titled: Economic Analysis for the Development of Antitrust Regulation in the Innovation Sphere.

The discussion aimed mainly at the identification of best practices for the application of economic insight in judicial and administrative proceedings in cases calling for the protection of competition in the innovative realm of the economy. Such cases are complicated by a number of factors: the non-linearity of the development of innovative markets, the complex subject matter of scientific and technological advancements, contradictions within economic theory about what constitutes favourable market conditions, and also the state's role in fostering innovation. 

The discussion was moderated by Ioannis Lianos, professor of Competition Law and Policy at University College London, and senior research fellow at the HSE-Skolkovo International Laboratory of Law and Development. The following panellists participated in the roundtable: Anna Gerbrandy, professor at the Utrecht University School of Law; Dennis Davis, a South African judge at the Western Cape High Court; Pierre Regibeau, Vice President of European Antitrust Practice at Charles River Associates, research associate at Imperial College London's IP Centre; Svetlana Avdasheva, professor, Deputy Director of the Institute for Industrial and Market Studies at our National Research University - Higher School of Economics; Alexey Ivanov, Head of the Laboratory for Law and Development, HSE-Skolkovo; Vladimir Sivitsky, professor, senior research fellow at the Laboratory; Alexey Sushkevich, Head of the Analytical Department of the FAS Russia, leading researcher at the Laboratory.

The audience of the roundtable was an eclectic mix. In attendance naturally were the students and teachers of the HSE and a number of other universities also sent representatives, in addition there were representatives of ministries, the Court of Intellectual Property Rights, FAS Russia representatives, many specialists in government relations, members of the 'Promoting Competition' non-profit initiative, and employees of law firms specialising in antitrust and corporate law.
