Institute Participation & the FAS Fifth Anti-Monopoly Package
The digital environment requires new regulation, connected with the restriction of abusive competition on the Internet. Amendments introduce the concept of "network effect" and "price algorithms" into the legislation.
The Institute of Law & Development has long been cooperating with the Federal Antimonopoly Service of Russia (FAS) on issues related to the antitrust regulation of technological markets. One vivid example is the consulting support for the FAS decision regarding the global deal between the two giants: the pharmaceutical Bayer and the agricultural Monsanto. The FAS refused to agree upon it until the parties fulfilled requirements, among which is the provision for Russian companies to access databases.
The working text of the "Fifth Anti-Monopoly Package" was at the disposal of journalists of Kommersant, and they spoke with Director of the Institute Alexey Ivanov, representatives of FAS, and a number of experts who commented on the forthcoming legislative amendments.
