Open Session with Valery Solovey, Moscow State Institute of International Relations Professor, on "Building a state based on the rule of law through communication between government and civil society"

The Graduate School on Law of the Higher School of Economics and the Skolkovo-HSE Institute of Law and Development jointly held an open workshop on April 11 this year. 

The meeting of the minds was with a leading Russian expert on political PR, doctor of historical sciences, professor, and head of the public
relations department of the Moscow State Institute of International Relations, Valery Solovey. In the framework of the "open door policy", which the Institute conducted with the assistance of its partner, the Law.ru portal, guests from such organizations as the Lomonosov Moscow State University, the Russian Academy of Sciences, the Kutafin MSUA, VAVT, the Bank of Russia, and the Center for Strategic Research all registered and attended. During the meeting, Professor Solovey dwelt on a wide range of issues of current Russian politics, political PR and propaganda. The professor cited numerous practical examples of serious mistakes made by the authorities in
communicating with society. At the same time, without the establishment of such communication, the construction of an effective modern legal state is an insoluble task. Of extremely high interest to the audience was the part of the guest's speech devoted to the real emotional motivation of citizens, to the real results of influence on their psyches of certain methods that are used in practice in political PR with the involvement of the federal mass media. Answering the questions of graduate students and guests, Mr. Solovey, known for his accurate political forecasts, also made a number of forecasts for the short and medium term in the spheres of both domestic and foreign Russian politics.
