Round Table: Special Legal Regimes of Territories as an Instrument of Development

Within the framework of the 18th April Conference of the Higher School of Economics, the Institute held a round table devoted to special legal regimes.

The moderator was Director of the Institute, Alexey Ivanov.
 
The following issues were discussed:
 
• What are the reasons for the ineffectiveness of the institution of special legal regimes for territorial development in Russia?
• How is it possible to overcome the formulaic nature of the use of special legal regimes?
• How can we make the institution of special legal regimes a legitimate working tool for the economic development of territories, giving business and local communities a "fishing rod, not a fish"?
• Does Russia have the potential to grow its own Hong Kong?
• What countries could be Russia's partners in deploying a Russian offshore model? Could their services be in demand on the international market?
