HSE Experts Propose Ways to Transform the Selection and Seed Industry in Russia

Experts from the National Research University Higher School of Economics (NRU HSE) have developed a ten-step plan for the transformation of the selection and seed industry in Russia, aimed at increasing the competitiveness of the agro-industrial complex. A corresponding report entitled "Selection 2.0" was presented at a round table in the "Rossiyskaya Gazeta" with the participation of heads of breeding companies and specialised state institutions.

Antimonopoly regulation of digital markets in a pandemic

Global digitalization poses new challenges to competition authorities around the world. Under the impact of pandemic digital platforms gain scale and increase rapidly their market shares. Large tech companies tend to take over all aspects of people’s lives, from daily purchases to social contacts. Under such circumstances we need the revision of competition law and the development of new approaches to regulation of digital markets more than ever. On December 18, 2020 a session in the format of BRICS+ regarding antimonopoly regulation of digital markets in a pandemic was held online as a part of VI International Conference: "Antimonopoly Policy: Science, Practice, Education" program, organized jointly by the FAS Russia and Skolkovo Foundation.

Eleventh Meeting of the UNCTAD Research Partnership Platform

On December 10, the first session 11th Meeting of the UNCTAD Research Partnership Platform took place via video conference: the distinguished experts discussed the role of competition policy,shared their views and exchanged opinions on whether and how competition policy could complement industrial policy and other economic recovery measures being taken. Under the global impact of COVID-19 pandemic, the governments and agencies of every country, including developing ones, have been trying to implement economic and health measures in order to protect their economies, businesses and consumers, and the RPP discussion was mainly dedicated to the role of competition policy in a fair and inclusive economic recovery.

Alexey Ivanov: 30 year of antitrust regulation in Russia is an important milestone to rethink the competition policy in line of the new socio-economic reality.

On December 17, the  online VI  International conference "Antimonopoly Policy: Science, Practice, Education" jointly organized by the FAS Russia,  Skolkovo Foundation and BRICS Competition Centre was opened by the plenary session.

Bayer offers more favorable conditions for the transfer of germplasm to Russian breeders

 Russian breeders that receive germplasm transferred by Bayer, as part of the execution of the Federal antimonopoly Service of Russia (FAS Russia) order issued following the consideration of the deal to acquire Monsanto by Bayer will be fully exempted from royalties on the sale of varieties and hybrids bred using the transferred genetic material, except when used directly as a hybrid parent.

Alexey Ivanov "The case against Apple is a landmark for global antitrust practice"

The Director of the Institute has written on Lenta.ru about the Federal Antimonopoly Service of Russia (FAS Russia)'s decision in finding Apple guilty of abuse of its dominant position in the software market. The reason for the investigation was an appeal from Kaspersky Labs.

Expert Position of the Institute on "Sorcerers"

Online services Ivi, Avito, Cian, Profi.ru, Tutu.ru and others have sent a complaint to the Federal Antimonopoly Service of Russia about Yandex's abuse of its dominant position. The claims were caused by a special Yandex widget in the search results, the so-called "sorcerer", which leads the user to the company's services directly. The Institute was closely engaged in this issue, including in the framework of research work for the Eurasian Economic Union, dedicated to the analysis of the digital economy and the identification of restrictive practices in the behavior of participants in the EAEU markets.
